This project transforms a massive 1940s concrete government building into a center of unprecedented collaboration between four regional public agencies: the Metropolitan Transportation Commission (MTC), Bay Area Air Quality Management District (BAAQMD), Association of Bay Area Governments (ABAG) and Bay Conservation and Development Commission (BCDC). Leveraging a comprehensive, user research effort involving 22 organizational departments, the design team catalyzed agency around a program that encourages collaboration through co-location. The design of three floors of workplace interiors features minimal use of materials, energy saving day-lighting strategies that bring atrium and perimeter light into the unusually deep floor plates, and a framework of districts and neighborhoods that humanize the large floor plates while providing identity and organization to the spaces.
